if you look on the ranks page, you will see that captain of 5th squad; alfredd (the 2 ds aren’t a typo), is also genaral of non-member rights ascotiation. basically, all 5th squad officers are altomatically members, regardless of wether they’re members or not. but non-members can join any squad, and any other squad officers can join the ascotiation. its just 5th squad specilise in non-member rights
